Help Us Pass An Agenda That Prioritizes Safety

The Downtown Vancouver Business Improvement Association – in conjunction with our local partners – are calling on all provincial parties to commit to making the requisite financial, institutional, and programmatic investments necessary to address the ongoing, systemic public safety issues that are negatively impacting the business community in downtown Vancouver and municipalities across the province.

  1. Commit to additional funding to provide comprehensive support for those living with mental health and/or addiction.
  2. Introduce a multidisciplinary strategy – inclusive of additional funding – to address repeat (non-violent) offenders.
  3. Partner with local municipalities to provide additional funding for law enforcement.

  • Champion Small Business
    Small and medium-sized businesses are the backbone of our economy and the bedrock of our communities. Useless and redundant regulations need to be removed, while larger corporations need to be held accountable if they engage in unfair or anti-competitive practices.

    Re-open Mental Health Facilities
    Re-open and revitalize mental health facilities to give suffering British Columbians the help that they deserve.

    End Heroin Hand-outs
    Handing out heroin and other hard drugs to those suffering from addiction does not solve the problem and instead perpetuates a coercive and destructive addiction.

    Stop Warehousing Those Suffering
    Taxpayer money should not be used to purchase hotels in residential areas and warehouse those suffering from addiction. These programs don’t work, crater property values and increase crime in the community.

    Rehabilitation
    Instead of “destigmatizing” hard drug use, it’s time to acknowledge the serious harm it causes to users, their families and the communities around them. Our plan will introduce voluntary and mandatory rehabilitation, giving those suffering from addiction an opportunity to get clean and rebuild their lives.

    Reverse Decriminalization of Hard Drugs
    Drugs like fentanyl, crystal meth and crack cocaine are destructive, life-devouring substances that have no place in our society. Police should have the tools to confiscate and limit their availability.

    Defend the Police
    Instead of defunding the police, our brave men and women in law enforcement should be supported and given the resources they need to successfully do their jobs.

    Crackdown on Violent Crime
    Zero tolerance for violent and repeat offenders. End the revolving door justice system by directing prosecutors to pursue maximum sentencing for those convicted of serious crimes.

    Appoint Principled Judges
    Appoint judges that put victims and their families first – not the sob stories of hardened criminals.

    No More “Tent Cities”
    Illegal “tent cities” lead to increases in crime, violence and disorder in otherwise peaceful communities. They are unfair to those who work hard, pay their taxes, follow the law and have had their neighborhoods stolen from them.



  • Mental Health

    • Ensure mental health crises are adequately addressed by emergency services and improve the integration of mental health care into emergency response systems.

    • Provide enhanced mental health support to first responders, overdose crisis workers, and their families to improve resilience and wellbeing.

    •Address staffing shortages in the mental health sector by attracting and retaining skilled frontline mental health workers.

    • Conduct a comprehensive review of the Mental Health Act to ensure it meets modern standards and addresses the needs of individuals with mental health challenges.

    • Strengthen regulation and oversight of mental health care to ensure high-quality, accountable services for British Columbians.

    • Improve the continuity of care in the mental health system and provide comprehensive support for individuals with concurrent conditions.

    • Promote early intervention in mental health care through expanded access to services and increased public awareness.

    • Strengthen community-based mental health services to ensure comprehensive and accessible support for all individuals in need.


    Drug Policy

    • Immediately enhance accessibility to supervisd consumption services and overdose prevention sites to save lives and connect individuals to care and recovery resources.

    • Provide critical drug-checking services to empower individuals to make informed decisions about substance use and reduce harm.

    • Ensure children and youth are educated about drug risks and supported by trusted adults to make informed decisions.

    • Provide regulated, pharmaceutical alternatives to the illicit drug market to reduce fatalities associated with substance use.

    • Develop innovative, local solutions to address the unregulated toxic drug crisis.

    • Ensure inclusive decision-making in substance use treatment services and establish a standard of care based on evidence and lived experience.

    • Work towards the decriminalization of substance use while ensuring adequate services are in place.


    Public Safety

    • We will transform the policing and justice systems to prioritize accountability, equity and community safety.

    • We will implement new laws and structures that promote accountability, equity and cultural competence within the police force, while ensuring public safety and mental health services are adequately supported.


    Small Business / Community Economic Development

    • Provide meaningful employment opportunities for youth, fostering environmental stewardship and green skills development.

    • Create sustainable career opportunities and workforce development.

    • Prioritize local businesses and resources to boost the provincial economy.

    • Expand support for electric vehicle (EV) initiatives.

    • Support early-stage innovators to advance green and commercial technologies.





  • Make Healthcare Better:
    Hiring more healthcare workers than ever before and creating a second medical school to train the next generation of doctors.

    Make Our Streets Safer:
    Supporting people who need help while giving police the tools to keep assault weapons and handguns away from gangs and toxic drugs off our streets | Supporting police to keep guns off our streets and continuing anti-gang programs, like the new Integrated Gang Homicide Team.

    Training More BC Doctors:
    Dozens of medical school seats | 48 new residency positions | New SFU medical school accepts first students in 2026.

    Expanding Access to Treatment to Get More People the Help They Need:
    Treatment centre for construction workers (who make up one in five drug deaths) | New residential treatment options for parents | Expanding treatment in correctional facilities | Strengthen recovery homes and First Nations treatment centres.

    Ramping Up the Seizure of Proceeds of Organized Crime:
    Denying profits to criminal networks | Closing down gang houses + taking their cars | Seize properties used by criminals with the knowledge of the property’s owner.

    Stopping Repeat Offenders in Their Tracks:
    Strengthen targeted policing | Increase funding for immediate police investigations | Add more comprehensive case management capacity for prosecutors | Push Ottawa for stronger bail and sentencing conditions.

    Building or Expanding Hospitals Across BC:
    29 new or expanded hospitals since 2017 with more to come.

    Unify Provincial Enforcement Teams Into a Single Enforcement Agency:
    Improving efficiency to focus on bad actors | Freeing up RCMP officers to focus on crime instead of provincial regulation enforcement.
